1. A rate does not lift you up
The same partners got fictional rates twice: first rising alphabetically, then reversed. Switch and watch the order.

2. Eligibility check
A partner that fails it is never switched on, even if its file says “active”. Drafts are checked too, so the reason is visible before a contract is signed.

Partners not tied to a bank come after the same bank, marked “works citywide — check they will come to your bank”. The other bank only with permission, and last.
4. Consent names the recipient
The consent text for “Example Movers Network (placeholder)” — exactly what the person sees on the handoff page. The text hash is checked on submit.

These are not promises on a page but rules in the code: a partner that breaks them fails the eligibility check and is never shown.
No paid placement
A higher position cannot be bought: an offer has no field for partnership terms, and a tool answer rejects keys such as partner or commission.
No ranking by rate
The order is by name. The rate is kept only for the payout ledger.

No fees per patient
Clinics pay only a flat listing fee or per click. A fee per request or per treatment is rejected by the check.

Turkey is switched off
An intermediary in Turkish medical tourism must hold a USHAŞ certificate — we do not, so handoffs are off.
